Page 5 of 10 MINUTES OF A MEETING OF KINLOCH COMMUNITY COUNCIL HELD ON TUESDAY, 13 MAY 2008 AT 8.00PM IN THE LAXAY HALL. PRESENT: Iain M MacIver Katrina MacLeod Kim Young John A MacDonald Iain MacLeod Donald MacLennan Murdo MacAulay Sandra MacDonald IN ATTENDANCE: Annie MacDonald (Local Councillor) 1. APOLOGIES FOR ABSENCE Apologies received from Peter MacLennan, Kenneth MacAulay, Les Mac an t-Ultaigh, Norman MacDonald and Uisdean Mould. 2. APPROVAL OF MINUTES The Minutes of the last meeting were approved, proposed by Annie MacDonald and seconded by Iain MacIver. 3. MATTERS ARISING (a) Speed Limits – Adverts regarding speed limits in Airidhbhruaich and Balallan have been placed in press. If no objections received within 28 days, then process of implementing speed limits will commence. (b) Sgoil Nan Loch - Comhairle have now taken decision to close S1/S2 stage of education at Sgoil Nan Loch. (c) Vehicle Uplift – Noted that this scheme has commenced in some areas of the islands. (d) Muaitheabhal Windfarm – Public Enquiry commenced today. Noted that Annie has received e-mail from Lesley MacDonald re advice given to her by the Legal Department of the Comhairle regarding confidentiality issue. Following discussion, agreed that this matter is now closed. (e) Road Surface – Noted that minor repair work is being carried out by CalMax on behalf of Scottish Water. 4. A.O.C.B. 1. Erisort Trust/Aline Community Woodland Iain MacLeod outlined current position with regard to above and that it was unfortunate that four employees had to be laid off due to financial restrictions placed on the Trust. The directors of Aline Community Woodland were aware of various rumours circulating in the community and Iain reassured the meeting that these rumours were without foundation. He feels that it is more appropriate if another individual represents the Community Council on the Erisort Trust. After discussion, it was agreed to place this matter on the agenda for the next meeting. 5. CORRESPONDENCE ¨ Letter from Bernera Community Council – Letter regarding absence of local councillors at community council meetings circulated. Noted that this letter has now been withdrawn. No action. ¨ Calor Village of the Year – Letter circulated. No action. ¨ CNES – Association of Community Councils in Western Isles – Letter from Lesley MacDonald circulated to meeting. Agreed to respond stating that Kinloch Community Council is interested in becoming part of such an association. ¨ Outer Hebrides Partnership – Application pack for Fairer Scotland Fund circulated to meeting. No action. ¨ Post Office Closure Programme – Circulated to meeting. No action. ¨ Scottish Government – Consultation on Additional Support for Learning Act – Amendment Bill 2008. – No action. 5. DATE OF NEXT MEETING It was agreed that the next meeting should be held on Tuesday, 10 June 2008 at 8.00pm in the Laxay Hall. |
