Page 3 of 15 MINUTES OF A MEETING OF KINLOCH COMMUNITY COUNCIL HELD ON TUESDAY, 12 SEPTEMBER 2006 AT 8.00PM IN THE LAXAY HALL. PRESENT: Iain MacLeod Peter MacLennan Donna Graysmith Murdo MacAulayIN ATTENDANCE: Annie MacDonald Sandra MacDonald. Members of public in attendance. 1. APOLOGIES FOR ABSENCE ACTION Apologies received from Iain MacIver, Tina Carrington, Katrina MacLeod and James McDowall.2. APPROVAL OF MINUTES Deferred until next meeting. 3. MATTERS ARISING FROM MINUTES (a) Laxay Pitch – Drainage complete. Goalposts ready to be erected. (b) Erisort Trust ¨ Aline Forest – First volunteer day held on 26 August. Twelve people attended. Litter picked up, fencing repaired, etc. Old fencing to be replaced when funding available. Voluntary organisation created – Friends of Aline Community Woodland. Iain circulated leaflets with membership applications to those present. ¨ Agreed to contact Ken Roddy re projects for Kinloch area. (c) Ward Boundaries – No decision as yet. (d) Creagan Gorm – Site meeting still to be finalised.(e) NHS Re-Design – Locality group now known as Lochs ParishForum. Next meeting to be held on 13 November 2006, possiblyin Gravir. (f) Rural Services Priority – Annie outlined Comhairle’s discussion.Still remains unclear as to whether this is a continuing project. (g) Village Entrances – No new developments. Annie told meeting thatextra funding may be available next year because of Highlands andIslands Year of Culture. (h) Police Station – PC Campbell to be invited to next meeting. Clerk (i) Island Games – Agreed to defer decision until result of lotteryfunding application known. (j) Bird Management – Scheme needs to be put in place where fundingbodies are provided with written evidence of bird numbers from crofters. It is hoped that further meetings can be arranged. (k) Muaitheabhal Windfarm – Submission of SupplementaryEnvironmental Information has been advertised in StornowayGazette and representations on these documents and the Environmental Statement should be made to the ScottishMinisters at the address advertised by Friday, 13 October 2006. Following questions from the public re community appraisal,the Chairman outlined the huge difficulties and diverse issuesinvolved in organising a community appraisal. He then advisedthat anyone wishing to make representation should do so in the form of personal letters to the relevant bodies. (l) Notice Boards –Suggested that suitable site for one Balallan notice board was at the old Post Office. Other locations still to be finalised. (m) Balallan School– Building work ongoing at School. Annie told meeting that extra basement storage space was now availablein new building at approximate cost of £3,000. (n) Land Buyout – Agreed to defer item until next meeting. (o) Gaelic Language Plan –Agreed to hold a meeting in Gaelic as a trial. (p) Speed Limit – Airidhbhruaich – No reply received as yet.(q) Keose Glebe – CNES aware of wrongly positioned sign. Annie tooknote of concerns re collapsed roads in Keose Glebe and surface waterproblem at 1 Keose Glebe. Other locations in Kinloch needing attention were also noted. 4. A.O.C.B. (a) Skip Sites – Agreed to request that Balallan skip be returnedto original site. Iain to ask Angus Robert MacInnes if he would be willing to be contact for Balallan skip. IML (b) Bus Service – Agreed to write to David Smart, Transport Manager, CNES regarding cessation of bus service to Airidhbhruaich on 30 September. Copies to Iain MacKinnon, Annie,and members of Transportation Committee. Clerk (c) Community Volunteer Group – Chairman suggested that it mightbeneficial to have a contact list of volunteers who would be available to help with community events, eg. erectingmarquee, moving chairs, tables, etc. Anyone interested should pass their contact details to Clerk. Ken Roddy also to be contacted re marquee invoices. 5. CORRESPONDENCE ¨ Reply from WIE re Habost business units.¨ Bord na Gaidhlig – Copy of National Plan for Gaelic.6. DATE OF NEXT MEETING Tuesday, 10 October 2006 at 8.00pm in the Laxay Hall. |
