MINUTES OF A MEETING OF KINLOCH COMMUNITY COUNCIL HELD ON TUESDAY, 9 OCTOBER 2007 AT 8.00PM IN THE LAXAY HALL.

IN ATTENDANCE: Lesley MacDonald ( Head of Executive Office, CNES)

Annie MacDonald (Local Member)

Members of public in attendance.

Lesley MacDonald was in attendance to chair the commencement of the meeting.

1. ELECTION OF CHAIRMAN

Lesley MacDonald invited nominations for the position of Chairman.

On a proposal nominated by Iain MacLeod and seconded by Katrina MacLeod, Iain MacIver accepted the position of Chairman and took over chair.

2. ELECTION OF VICE-CHAIRMAN

On a proposal nominated by Iain MacIver and seconded by Murdo MacAulay, Katrina MacLeod accepted the position of Vice-Chairman.

3. ELECTION OF TREASURER

On a proposal nominated by Peter MacLennan and seconded by Katrina MacLeod, Murdo MacAulay accepted the position of Treasurer.

4. APPOINTMENT OF CLERK

Sandra MacDonald accepted the position of Clerk.

5. DRAFT CONSTITUTION

Circulated to all members. Adoption of constitution to be placed on agenda for next meeting.

8.45pm KENNETH MACAULAY ENTERED THE MEETING

.NHS 24 service should be sent to Christine McGee on 70 8206.

(f) Rural Services Priority – No decision from Scottish Executive as to whether this scheme is continuing.

(g) Village Entrances – No new developments.

(h) Police Station – PC Campbell still on sick leave. Will get in touch when able to attend meeting or will send representative.

(i) Island Games – No new developments.

(j) Bird Management – Further meetings to be arranged.

(k) Muaitheabhal Windfarm – Decision from Scottish Executive awaited.

(l) Notice Boards –To be erected.

(m) Balallan School– Latest completion date is end of January. Agreed to write to Education Department stating that some  residents in Balallan felt that they were not adequately consulted regarding new building.

(n) Land Buyout – After discussion agreed that Iain MacLeod would raise this issue at next Erisort Trust meeting.

(o) Gaelic Language Plan –Annie to arrange for translation equipmentfor first meeting of 2007.

(p) Speed Limit – Airidhbhruaich – Reply received and read to Meeting. Kenny John MacLennan to be invited to attend meeting to discuss this issue and other road safety issues. SMD (q) Skip Site – Balallan skip returned to original site. Etta MacDonald agreed to be contact for skip. Clerk to inform CNES of this.

(r) Bus Service – Reply received and read to meeting. Agreed to replystating that the RTF was specifically set up for low populated areas and to deny the service to this area is not acceptable tothe community.

(s) Community Volunteer Group – Chairman suggested that it mightbeneficial to have a contact list of volunteers who would be available to help with community events, eg. erectingmarquee, moving chairs, tables, etc. Anyone interested should pass their contact details to Clerk.

4. A.O.C.B.

· Fundraising Ceilidh to be held in Breasclete on 24 November.

Money raised will help to buy new equipment for local medical practice.

5. CORRESPONDENCE

¨ Countryside Alliance - Re support for rural post offices.¨ CNES – Re Outer Hebrides Community Appraisal.¨ Ken Roddy MacKay – Re launch of Local Housing Initiative.¨ Hebridean Housing Partnership – Introduction letter.¨ NHS Re-Design – Mental Health Public Consultation, Draft

Patient Access Policy.

¨ Highland and Islands Fire Service – Statement of Intent.

South Lochs Fire Service carrying out house visits, to advise and install free smoke alarms. Also looking for volunteers for South Lochs Fire Service.
